That morning, I went to the America Embassy for an appointment with the delegate for an interview to receive my F-1 Visa. Maybe it was my lucky day. There were many people who wanted to get a Visa that day. I had waited more than three hours in the waiting room for my turn. I was nervous about what he would ask me. But the interview was easier than I thought. I passed it with a smile on my face. When my father knew I had passed the interview, he was really happy.He told me he would organize a big farewell party for me, and he did it. He invited all of our relatives and friends. Then we prepared everything for the upcoming party together. When all of us were in my house, we separated two groups. One went to market to buy food and beverages. Another group went to the bakery to buy a big farewell cake. We attended the farewell party with a happy atmosphere. During the evening, we took photos and sang the songs we loved. We had a feast with a diverse menu, which included appetizers, main dishes and the desserts. We were joking while we were cooking and eating.The meal was good, but I really enjoyed our affection for each other. After the dinner, we went to the living room to continue the party with playing cards and video games. After a while, my grandpa be gan telling us some his legend tales. Step by step, everybody told many funny stories that made me laugh too much. I knew everyone was sad that I would be leaving, but they still celebrated because they loved me. I knew when I left my country; my parents would be sad and worry about me. I thought about my younger brother, who was still a teenager and hoped he would start studying hard and listening to what my parents said. I was also concerned that I would not see my grandparents anymore because they were very old. I knew I would miss my aunts and uncles also.I thought about my friends and all the good time we’d had together. We still had many plans to perform together. Furthermore, I thought about my future. I might perceive and experience more things in the other culture. In addition, I was able to improve my English skill in listening as speaking. This was my opportunity in order to build my career according to my plan; this also was my chance so that I could found my own company. Otherwise, I would be independent. I imagined that how many troubles I would meet. Not only I didn’t scare, but I also felt interesting.I would figure them out and handled by myself. Leadership Framework A leadership framework dictates that leadership should not be limited to personnel holding traditional leader or management roles. It also states that leadership in an organization is most effective when we divide responsibilities in service delivery. At the NSCA, any staffer can therefore provide leadership. This statement holds for as long as they illustrate appropriate mannerisms. Such mannerisms are empowering the leadership levels of fellow staffers and significant contributions to the leadership process (Hargreaves Fink, 2006). For effective implementation of the leadership framework in this organization, several changes are required. For starters, the workforce needs restructuring. It is my recommendation that; first, personnel be divided into several teams. At the helm will be a team leader/ supervisor. The team leader’s responsibilities include; providing clear direction to the team, allocating work to team members and resolving conflicts within the team satisfactorily. They will also be required to provide the team and its members with a supportive and inclusive environment. Above the team leaders, Managers will be in charge. The managers will have various roles as well. A few are; delegating responsibilities to the team leaders, monitoring team performance and taking necessary action, supporting the teams create and maintain team values, and developing the staff below them. It is my recommendation for the placing of Senior Managers above Managers at the NSCA. This hierarchy will be necessary in limiting overlapping responsibilities. The proposed Senior Managers should hold several responsibilities. First, they should communicate the departmental objectives to the staff and teams below them. They should monitor and review performance of managers and staff under them. Finally, they should be able to act as mentors to the staff. In this role, they will provide specialist guidance and support to the respective department (Steers, Sanchez-Runde Nardon, 2010). At the helm of each department, it is my recommendation that a Director takes charge. Such leaders are ‘Strategic Managers.’ Their main role will be providing effective leadership in their areas of responsibility. They will also be required to create and announce the strategic direction for their areas of jurisdiction. In the organization, they should be able to promote an environment where diversity is highly valued. Strategic managers will be finally required to act as mentors to staff under their leadership. The leadership model identified above describes a distributed or shared model. Everyone in the NSCA has the opportunity to contribute to the leadership process, without necessarily being a leader. This is through the responsibilities described in the Leadership Framework. 2.) Leadership Management Policies The purpose of leadership is to develop vision, commitment, and embracing innovation among staff. Management, on the other hand, develops systems that improve consistency and predictability in service delivery. Effective leadership and management are important due to a variety of factors. First, they enable the organization to carry out its national priorities, successfully. Secondly, they provide learning environments for staff. Such communities are typically safe, ambitious and active. Effective leadership and management enable the organization in developing changes and improvements necessary for perfecting it. Lastly, they enable staff to provide excellent service consistently. The aforementioned policy statement results into several important principles. The first is promotion of leadership at all Organisational levels. This will widen the existing range of experiences and skills, existing in the organization, to all staff. The next principle dictates that; the NSCA will provide a framework for efficient and sustained support in leadership and management to all staff and teams. The organization shall strive to provide a program of support in leadership and management. The aforementioned program requires placing in a structure; understood and implemented by all staff. Leaders and managers working within legal, financial and national influences, have several things expected out of them. They are required to uphold and support the strategic vision, values and aims of the National Civil Service Agency (NSCA). They should embrace and grow the team approach, structured into service delivery. Finally, they will be required to nurture sustained development and improvement of staff and the services provided to the Public. To ensure that implementation of the aforementioned statements, each member of staff at the NSCA has responsibilities. These responsibilities are employee responsibilities and managerial responsibilities. Employees have a duty to perform in a professional manner, uphold the Leadership and Management policy statement and to recognize, respect and uphold individual roles and duties in the organization. Managers also have responsibilities to carry out: they will be required to appropriately listen to their employees and peers and act effectively. Managers are required to promote the participation of teams and their members in developmental activities. Finally, they are required to provide direction to the teams under their leadership. 3.) Leadership processes. There are two key leadership processes in existence. For the NSCA’s effectiveness in service delivery, delivery of both needs implementation without fail. The leadership processes include management and vision. Vision describes where leadership begins. It is an image of the future desired by the organization. In short, vision guides the organization’s progress. Management describes the ability to implement objectives, by planning, organizing and effectively employing resources. Management is associated with prudence and preserving limited resources. Managers lacking vision may limit innovation in the organization, while, leaders lacking managerial skill may lose the organization’s resources (Raadschelders, Toonen Meer, 2007). 4.) Leadership and Management Programs To ensure the success of the NSCA in Leadership and Management, several programs need implementation. First, mentorship programs need implementation in the organization. Such a program will enable staff to take part in leadership activities, directly. Managers need to provide them the opportunities to make decisions and see their effects. As a result, employees can manage lower duties, while, managers provide leadership where necessary. Short Leadership and training courses also need to implementation, in partnership with an appropriate higher learning institution. This will enable employees and managers to gain the latest information on effective leadership and management programs. As a result, employees and team leaders will gain fundamental leadership skills suited for their work environments. Managers in turn receive skills necessary in improving the organization’s productivity. 5.) Conclusion Effective leadership is a crucial aspect of public governance. It leads to enhanced management capacity and performance in public institutions such as the NSCA. The carrying out of change in Leadership and Management is paramount. If not, public service organizations will fail in reforming their service delivery. Various studies have found that there is a strong link between effective leadership in public organizations and their performance. Even then Ma didn't tell the family that grandma was dead, instead she laid there next grandma's dead carpus until they got to California. "She looked over the valley and said , Grandma's dead." She keeps the family together when they want to split up. The first time that this was showed in the book when they pulled over to help the Wilsons with the car. Tom suggested that him and Casey stay and fix the car while the rest of the family go's on to Bakersfield and that they would meet them there. Although the main character Ezekial (Easy) Rawlins is not a licensed private detective, he is given the opportunity to work as if he were one. Currently there about eight sequels to Devil in a Blue Dress. The series is popular and sells well. The novel is set in Watts, one of the poorer and primarily black sections of Los Angeles, in 1948. He cares for it so much that at times throughout the book when it is suggested he avoid physical attack by leaving the area he refuses because he won't leave his home behind. Despite his feelings about white people and his frequent confrontations with violence, Easy is a very likeable man. He has an eye toward the ladies and they often reciprocate.When the book opens Easy has nothing to do since he lost his job the previous day. He visits an illegal bar located near his home and run by a friend of his, an ex-heavyweight fighter named Joppy. The bar is located above a meat warehouse and always stinks of meat. Since Joppy has a checkered past regarding encounters with the law and because the room above the meat warehouse would never be approved by a health inspect, Joppy doesn't have a license, he buys stolen liquor that has been high jacked from trucks to sell to his patrons and the bar has no license, the bar doesn't officially exist.In fact much of the world Easy occupies doesn't exists in the eye of the law. The world is full of jazz, cigarettes, alcohol and violence. At the bar Joppy introduces Easy to a white man, DeWitt Albright. Albright is an old friend of Joppy's and he needs someone to find a white woman named Daphne Monet. He offers Easy one hundred dollars to find Monet and to tell him where she is. Albright claims he needs Easy to look for Monet because she has been seen in clubs considered to be black night clubs and a white man asking questions, no matter how tough, would be unlikely to get the information he sought might even be killed.Since Easy is well-known and well-liked in the community Albright believes he will be more successful in find Miss Monet. Although Easy suspects that Albright is a gangster or some other type of criminal and probably very dangerous, he needs the money to pay his mortgage and accepts the job. Thus begins Easy's journey through Watts, East L. A. , Santa Monica and other cities in the L. A. area. Despite the above named adventures, Easy has little difficulty finding Daphne Monet. His reaction to her is typically male and he would consider giving up everything to be with her. Besides Easy, a variety of characters appear. Easy seems to know everybody and has a past with them. Some of these suc h as Coretta, who has an eye for men, appear briefly and are used by Mosley as victims of murder. However two characters deserve more mention.Mouse is a man without a conscience and a good deal of skill with both a knife and a gun. One can't describe him as immoral because he has no ethical standards to break. He is amoral. He doesn't recognize morality and it plays no role in his life. Given enough motivation, i. e. , money, Mouse would kill anyone without hesitation or remorse after the fact. Mouse is a good man to have on your side in violent situations, but he needs to be closely watched to make certain he doesn't suddenly turn on his friends and change side should it be to his personal advantage to do so.It is large through Mouse's skills with guns and a proclivity toward violence that East survives the case. Daphne Monet is a fantasy woman. She plays the role men want her to play and has learned to work men so well that she gets what she wants when she wants. She is physically small, beautiful, has a sensuous body with doe-like eyes that can melt a man's heart while exciting him with the possibility of a sexual relationship. She knows how to use all her charms to get what she wants and rarely hesitates to make use of them.She is out for herself and will likely do whatever it takes to get what she wants. Daphne Monet is an alias for Ruby Hanks, although she passes for white, she is a light skinned black woman from Lake Charles, Louisiana who like so many of the characters in the book has a past with Easy. Throughout the book Rawlins fails to recognize Rube when he meets Daphne because she has grown up and out since he last saw her when she was a child.. Unlike Mouse Daphne Monet has a conscience and an awareness of what is right or wrong, however she probably wouldn't hesitate to do wrong should the situation call for it.Money is her motivation and one wonders if Mosley used the last name â€Å"Monet† because of its similarity to the word â€Å"mo ney,† a driving force in here life. The crime that starts all of the violence and killing is Daphne's stealing $30,000 from Albright. Naturally he wants it back. Throughout the novel Daphne uses Easy to avoid being killed and to keep the money she as stolen. Ultimately she is successful. Daphne, Mouse and easy keep the money, Albright, among others, is dead. Rawlins is satisfied at the end of the book. Although there are threads of crimes left hanging, Easy is satisfied.He has settled things to his own standards and couldn't care less if the white police still have crimes to solve. Mosley's book provides a well plotted scenario with a very likeable main character. Typically private detectives are white males. Using a black man as a detective and revealing events to the reader through his eyes is an interesting device. Easy Rawlins has been treated as an inferior all of his life by white people. Easy Rawlins is a man with faults. He has prejudices that are understandable and pr ovide a more rounded character.He is a believable multi-dimensional character that does not fall prey to the many stereotypes many writers of detective stories use. Easy Rawlins is neither such an all bad person that he is unbelievable nor is he so pure and good so that he appears insipid. The plot of Devil in a Blue Dress is quite plausible. There was never a doubt that most of the events such as those happening in the book could and did occur. The only difficult part to accept is that the main characters were able to divide the money evenly and each of them keep their $10,000 share.It appears more likely that someone else would show up looking for the money. However, a willing suspension of disbelief easily remedies this small issue. The description of the location and time period appears to be historically accurate. Mosley is aware of historical facts and provides explanations for those things that might appear to be inaccurate. For example, because the military was segregated by race during World War II, most blacks did not serve in combat. Mosley deals with this by recognizing that blacks could serve in combat if they volunteered to do so.It is interesting to note that at the time when the novel takes place there are truck farms growing artichokes, strawberries, and lettuce between downtown L. A. and Santa Monica. Today there is nothing to separate L. A. from Santa Monica except a sign announcing the city limits of Santa Monica. Roads that are wide and well-traveled today are little used roads in the country. The book is very readable and interesting. It is interesting to read a detective novel from the point of view of a black man.His opinions of white people are largely negative and based on the events in the novel, correct. Easy was interesting and likeable. Daphne Monet was an exciting, sexy woman written to engender attraction and lust for male readers. The pacing was good and added to the suspense. At times the prose seems to lead the reader, subtly suggesting the reader continue to read and to read faster and faster. Devil in a Blue Dress appears to be authentic not only in its historicity, but in the way it feels and the atmosphere Mosley creates.While reading the box the reader is able to assume the persona of Easy Rawlings and look at events through his eyes. One of the best features of Mosley's book is that he uses language and terms that would have been used in 1948. Easy thinks of himself as a Negro, not as a black or African-American or some other recently developed politically correct term. This is refreshing given the extreme attention to political correctness today. Easy Rawlins is a believable character and interesting character. He provides a point of view to the reader that is unusual if not unique. One wonders if Daphne/Ruby is really The De vil in a Blue Dress as she is made out to be. For the male characters in the book and to men reading the book she is definitely an angel. Effectively, the religion dictates the rhythm of life to the Saudis and its role in the society and the country is significant. Nevertheless, while too many people think that there is nothing common about the cultures between United States and Saudi Arabia, there are similarities and differences between them. Therefore, this expose elucidates these similarities and differences while focusing on the important aspects of attachment to gas, the way people lived in these two societies, the role of women, and the role of the youths in the two societies. Attachment to gas The world cannot seem to get enough of petroleum and its byproducts. In this case, the use of the product varies from its fundamental intended use as fuel to an essential requirement of products such as lipstick. According to the U.S. Energy Information Administration [EIA](n.d.), Saudi Arabia is the largest net exporter of oil and its products to the world. In this case, this makes the country’s economy rely, almost entirely, on the export of oil. However, the consumption of gas by Americans rivals no other one in the world. In this regard, Americans consumed 24,088 billion cubic feet of gas in 2010. On the other hand, the Saudis total consumption for the same period was 3,096 billion feet (EIA, n.d.). The United States of America ranked first in the world while the Saudis ranked ninth in the total world’s gas consumption (EIA, n.d.). Effectively, this makes Americans appear more attached and hooked to gas in compari son to Saudis as evidenced by these statistics. One of the main reasons is that the United States is a wealthy nation that effectively places low taxes on gas. In addition, the combination of a high population and a poor public transport system in the country effectively makes the Americans obsessed with gasoline for their transport. On the other hand, although the cost of gas in Saudi Arabia is cheaper in comparison to the United States of America, the country has a low population. In addition, its public transport system is effective enough to ensure that more people avoided using private means of transport and effectively cut on the requirements of gas for transport. How people live in the American and Saudi society One thing that is common knowledge is that, the Americans have the most open-minded society over the world. For this reason, America is known as the free world. On the other hand, Saudis appear to live in a close-minded society and effectively try as much as possible to avoid the uncertain future.
